San Diego Opens Giant Tents for Homeless to Battle Hepatitis A Outbreak

The U.S. city of San Diego has opened the first of three large tents that together will house 700 homeless people in an effort to contain an outbreak of hepatitis A that is being spread among the homeless population.

About 20 people made the tent their temporary home Friday. The first tent erected will house 350 single men and women. The other two tents, which will open later this month, will be for families and veterans.

Bob McElroy of the Alpha Project, the nonprofit group that is operating the tent that opened Friday, said he expects the tent to be filled to capacity by the middle of next week.

City officials are using the tents as a way to get people off the streets where they have been living in such poor conditions that it has led to one of the worst outbreaks of hepatitis A in years. The disease, which is spread through feces, has left 20 people dead and sent hundreds to the hospital.

The new tents will provide a range of services to the homeless, including help with mental health issues, addiction and employment. The tent grounds also include portable showers and toilets.

The tents are not the first of their kind in the city. Officials had previously erected two large tents as winter shelters but took them down two years ago and moved the residents to a local shelter.

Feds Seek to Arrest Immigrant Acquitted of Murdering San Francisco Woman

The U.S. Justice Department has filed an amended arrest warrant for Jose Ines Garcia Zarate, the undocumented Mexican immigrant found not guilty Thursday of murdering a San Francisco woman, in a case highlighted by President Donald Trump in his crackdown on illegal immigrants.

U.S. prosecutors on Friday announced Garcia Zarate’s conviction on a lesser charge, felon in possession of a firearm, meaning he had violated the terms of his supervised release from prison after nearly four years in custody.

Garcia Zarate’s arrest warrant says he violated his release agreement by possessing the gun that killed Kate Steinle on a San Francisco pier two years ago.

A San Francisco Superior Court jury on Thursday acquitted Garcia Zarate of first-degree murder and manslaughter charges, but convicted him of weapons possession. Garcia Zarate had been deported five times and was set to be sent back to Mexico a sixth time when the shooting took place.

He had also been in federal prison for illegally entering the U.S.

With both the arrest warrant from federal prosecutors and a pending sentencing from San Francisco Superior Court, it is not clear which jurisdiction will take precedence.

Garcia Zarate shot and killed Steinle as she was walking across a pier with her father and Garcia Zatare was sitting on a nearby bench.

Prosecutors argued he was playing with a gun, twirling it around his finger, and deliberately fired it intending to hurt anyone passing by.

The defense said the shooting was accidental. It said Garcia Zarate found the weapon wrapped in a cloth under the bench and that it went off when he picked it up.

The lawyers cited testimony from a ballistics expert who said the bullet ricocheted off the ground and hit Steinle in the back.

The gun had been stolen out of the car of a federal Bureau of Land Management ranger. Prosecutors have not challenged the notion that Garcia Zarate had nothing to do with the theft.

As a presidential candidate and after he was elected, Trump repeatedly pointed to Steinle’s killing by an illegal immigrant.

He used the crime as an argument for building a wall along the U.S.-Mexico border and also for signing an executive order denying federal funds to sanctuary cities.

Authorities in sanctuary cities refuse to enforce federal immigration laws that could result in deportation. San Francisco is one such city.

A federal judge recently ruled in favor of San Francisco County in its suit against Trump’s executive order. The administration has appealed.

US Officials Drop Mining Cleanup Rule After Industry Objects

President Donald Trump’s administration announced Friday that it won’t require mining companies to prove they have the financial wherewithal to clean up their pollution, despite an industry legacy of abandoned mines that have fouled waterways across the U.S.

 

The move came after mining groups and Western-state Republicans pushed back against a proposal under former President Barack Obama to make companies set aside money for future cleanup costs.

 

U.S. Environmental Protection Agency Administrator Scott Pruitt said modern mining practices and state and federal rules already in place adequately address the risks from mines that are still operating.

Requiring more from mining companies was unnecessary, Pruitt said, and “would impose an undue burden on this important sector of the American economy and rural America, where most of these jobs are based.”

 

The U.S. mining industry has a long history of abandoning contaminated sites and leaving taxpayers to foot the bill for cleanups. Thousands of shuttered mines leak contaminated water into rivers, streams and other waterways, including hundreds of cases in which the EPA has intervened, sometimes at huge expense.

 

The EPA spent $1.1 billion on cleanup work at abandoned hard-rock mining and processing sites across the U.S. from 2010 to 2014.

 

Since 1980, at least 52 mines and mine processing sites using modern techniques had spills or other releases of pollution, according to documents released by the EPA last year.

 

In 2015, an EPA cleanup team accidentally triggered a 3-million gallon spill of contaminated water from Colorado’s inactive Gold King mine, tainting rivers in three states with heavy metals including arsenic and lead.

 

The Obama-era rule was issued last December under court order after environmental groups sued the government to enforce a long-ignored provision in the 1980 federal Superfund law.

 

“It’s galling to see the Trump administration side with industry polluters over the America taxpayer,” said Bonnie Gestring with Earthworks, one of the plaintiffs in the case.

 

“We’ll see them back in court,” she added.

 

The proposal applied to hard-rock mining, which includes precious metals, copper, iron, lead and other ores. Coal mines already were required to provide assurances that they’ll pay for cleanups under a 1977 federal law

 

Hard-rock mining companies would have faced a combined $7.1 billion financial obligation under the dropped rule, costing them up to $171 million annually to set aside sufficient funds to pay for future cleanups, according to an EPA analysis.

 

The mining industry and members of Congress from Western states welcomed Friday’s announcement.

 

National Mining Association President Hal Quinn said the Obama proposal resulted from environmentalists using litigation to force the government into what he said was an unnecessary rule.

 

“Today’s action shows that reason can prevail,” Quinn said.

 

Hard-rock mines in the U.S. produced about $26.6 billion worth of metals in 2015, according to the association. Of those mines, the EPA had said 221 would be subject to the dropped rule.

After Flurry of Deals, Senate GOP Passes Tax Bill

Republicans used a burst of eleventh-hour horse-trading Friday to edge a $1.4 trillion tax bill to passage in the Senate. The bill, passed mostly along party lines, is a giant step toward giving President Donald Trump one of his top priorities by Christmas.

“We have the votes,” Senate Majority Leader Mitch McConnell, R-Ky., declared after leaders swayed holdout senators by agreeing to fatten tax breaks for millions of businesses and let people deduct local property taxes.

Party leaders received Senate approval later Friday on a measure that focuses the bulk of its tax reductions on businesses and higher-earning individuals, gives more modest breaks to others and would be the boldest rewrite of the nation’s tax system since 1986. Debate stretched into Saturday morning as lawmakers waited for Republicans to unveil the final version of their measure.

​Corker balks at debt increase

Republicans touted the package as one that would benefit people of all incomes and ignite the economy. Even an official projection of a $1 trillion, 10-year flood of deeper budget deficits couldn’t dissuade nearly all GOP senators from rallying behind the bill.

“Obviously I’m kind of a dinosaur on the fiscal issues,” said Sen. Bob Corker, R-Tenn., the only announced GOP opponent, who battled to keep the measure from worsening the government’s accumulated $20 trillion in IOUs.

The Republican-led House approved a similar bill last month in what has been a stunningly swift trip through Congress for legislation that impacts the breadth of American society and is hundreds of pages long.

After spending the year’s first nine months futilely trying to repeal President Barack Obama’s health care law, GOP leaders were determined to move the measure rapidly before opposition Democrats and lobbying groups could blow it up. The party views passage as crucial to retaining its House and Senate majorities in next year’s elections.​

​Democrats deride gift to wealthy

Democrats derided the bill as a GOP gift to its wealthy and business backers at the expense of lower-earning people. They contrasted the bill’s permanent reduction in corporate income tax rates from 35 percent to 20 percent to individual tax breaks that would end in 2026.

Congress’ nonpartisan Joint Committee on Taxation has said the bill’s reductions for many families would be modest and said by 2027, families earning less than $75,000 would on average face higher, not lower, taxes.

“Every time the choice is between corporations and families, the Republicans choose corporations,” said Senate Minority Leader Chuck Schumer, D-N.Y.

Democrats took to the Senate floor and social media to mock what they said was a 479-page, amended version of the bill that included changes in barely legible handwriting. They also criticized Sen. Patrick Toomey, R-Pa., for a proposed amendment they said would give a tax break to only conservative Hillsdale College in Michigan. Toomey, one of the chamber’s more conservative members, acknowledged the language would help Hillsdale but said other schools might benefit, too.

​Tax panel: $1 trillion added to debt

The bill hit rough waters Thursday after the Joint Taxation panel concluded it would worsen federal shortfalls by $1 trillion over a decade, even when factoring in economic growth that lower taxes would stimulate.

Trump administration officials and many Republicans have insisted the bill would pay for itself by stimulating the economy. But the sour projections stiffened resistance from some deficit-averse Republicans.

But after bargaining that stretched into Friday morning, McConnell and other leaders said victory was assured in a chamber they control 52-48. Facing unyielding Democratic opposition, Republicans could lose no more than two GOP senators and prevail with a tie-breaking vote from Vice President Mike Pence.

Under the changes leaders agreed to, millions of companies whose owners pay individual, not corporate, taxes on their profits would be allowed deductions of 23 percent, up from 17.4 percent. That helped win over GOP Sens. Ron Johnson of Wisconsin and Steve Daines of Montana.

People would be allowed to deduct up to $10,000 in property taxes, a demand of Sen. Susan Collins of Maine. That matched a House provision that chamber’s leaders included to keep some GOP votes from high-tax states like New York, New Jersey and California.

Collins, a moderate and frequent maverick who opposed her party’s Obamacare repeal drive, said she’d back the tax bill.

The changes added more than $300 billion to the tax bill’s costs. To pay for that, leaders agreed to reduce the number of high-earners who must pay the alternative minimum tax, rather than completely erasing it.

They’d also increase a one-time tax on profits U.S.-based corporations are holding overseas and require firms to keep paying the business version of the alternative minimum tax.

Deal on DACA?

Sen. Jeff Flake, R-Ariz., who, like Corker, had been a holdout and has sharply attacked Trump’s capabilities as president, said he’d back the bill. He said he’d received commitments from party leaders and the administration “to work with me” to restore protections, dismantled by Trump, for young immigrants who arrived in the U.S. illegally as children. That seemed short of a pledge to actually revive the safeguards.

Overall, the Senate bill would drop the highest personal income tax rate from 39.6 percent to 38.5 percent. The estate tax levied on a few thousand of the nation’s largest inheritances would be narrowed to affect even fewer.

Deductions for state and local income taxes, moving expenses and other items would vanish, the standard deduction — used by most Americans — would nearly double to $12,000 for individuals and $24,000 for couples, and the per-child tax credit would grow.

The bill would abolish the “Obamacare” requirement that most people buy health coverage or face tax penalties. Industry experts say that would weaken the law by easing pressure on healthier people to buy coverage, and the nonpartisan Congressional Budget Office has said the move would push premiums higher and leave 13 million additional people uninsured.

It would also explicitly let parents buy tax-advantaged 529 college savings accounts for fetuses, a step they can already take but which anti-abortion forces hailed as a victory by inscribing that right into law.

Venezuela Arrests Relative of Powerful ex-Oil Boss Ramirez in Graft Probe

Venezuela has arrested Diego Salazar, a relative of former oil czar Rafael Ramirez, as part of an investigation into a money laundering scandal in Andorra, the South American country’s state prosecutor said on Friday night.

President Nicolas Maduro is overseeing what his administration calls a “crusade” against corruption in the member of the Organization of the Petroleum Exporting Countries (OPEC). Some 65 oil executives have been detained in a deepening purge that could also see the leftist leader consolidate his grip over the energy sector and sideline rivals.

The Salazar case appears to relate to what the United States in 2015 said were some $2 billion in laundered funds from Venezuelan state oil company Petróleos de Venezuela, S.A., known as PDVSA, at the private bank Banca Privada D’Andorra (BPA).

Saab did not specify Salazar’s role or details on the money laundering, except that it involved around 1.35 billion euros in 2011 and 2012, but he said the case was bound to grow.

“I want to highlight that this citizen will likely not be the only one detained and the only one investigated,” Saab said in a phone call to state television announcing the arrest.

The arrest is bound to cast the spotlight on Ramirez, who was the powerful head of PDVSA and the oil ministry for a decade before Maduro demoted him as a envoy to the United Nations in 2014.

A protracted rivalry between Maduro and Ramirez has increased in the recent weeks, sources close to the situation said this week, especially after Ramirez wrote online opinion articles criticizing PDVSA’s production slump and the government’s handling of Venezuela’s crisis-hit economy.

Maduro sacked Ramirez, who was thought to have presidential ambitions, from his job this week and summoned him back to Caracas from New York, the people with knowledge of the situation said.

Ramirez and PDVSA did not respond to a request for comment on Friday. Salazar could not immediately be reached for comment.

«Ну це маячня, звичайно. Ви уявіть, мати буде гній кидати, господарством управляти, а я буду в будинку сидіти. Тому що мені заборону наклали … буду тільки в будинку перебувати. Ми, звичайно, будемо оскаржувати це все. А взагалі, перебір це (рішення суду – ред.) має. Хоча маленька перемога вже є», – сказав Балух 1 грудня після виходу з будівлі Роздольненського суду анексованого Криму.

На питання кореспондента, який стан здоров’я Балуха, той коротко відповів: «Жити будемо. Нормально все. Переживемо».

У серпні 2017 року суд постановив засудити Балуха на три роки і сім місяців колонії. Однак під час розгляду апеляції вирок скасували, і справу відправили на повторний розгляд.

ФСБ Росії затримала а Балуха рік тому, заявивши, що на горищі будинку, де він живе, виявили патрони і тротилові шашки.

Захист активіста і правозахисники заявляють, що він став жертвою репресій за свою проукраїнську позицію.

 

 

Кримський правозахисник заявляє про тортури з боку ФСБ

Житель Ялти в анексованому Росією Криму, правозахисник Юнус Машаріпов заявляє про тортури з боку співробітників Федеральної служби безпеки Росії.

Як повідомляє кореспондент Радіо Свобода, Машаріпов заявив, що в управлінні ФСБ в Ялті його допитували про часті поїздки на материкову Україну. Він розповів, що з 2014 року він займався правозахисною діяльністю, «повідомляючи організаціям про порушення прав дітей, інвалідів, пенсіонерів». Після цього Машаріпова, за його словами, почали бити і катувати електричним струмом. Правозахисник стверджує, що йому довелося обмовити себе. У свідченнях, які, за словами Машаріпова, були отримані під тортурами, він вказав, що був «агентом СБУ і виконував його завдання».

Проти Машаріпова була порушена кримінальна справа за звинуваченням у виготовленні вибухового пристрою.

Раніше Машаріпов у своїй заяві, яку має Радіо Свобода, розповів, що 27 вересня 2017 року невідомі напали на нього, побили, а потім доставили в будівлю управління ФСБ в Ялті. 27 вересня він був заарештований підконтрольним Кремлю Ялтинським міським судом на два місяці за звинуваченням у виготовленні вибухового пристрою. Під час засідання суду обвинувачений заявляв про тортури, однак реакції суду не було. Від надання свідчень Машаріпов відмовився.

«На даний момент співробітники ФСБ загрожують мені розправою, доправленням у психлікарню на все життя через те, що за статтею 51 я відмовився від даних мною показань внаслідок тортур», – зазначив обвинувачений.

У своїй заяві Машаріпов попросив президента України Петра Порошенка захистити його і зробити все можливе для його звільнення. Аналогічну заяву було направлено на ім’я керівника управління ФСБ Росії по анекосваному Криму Віктора Палагіна. Реакція відомства на даний момент невідома.

Верховна Рада України офіційно оголосила 20 лютого 2014 року початком тимчасової окупації Криму і Севастополя Росією. 7 жовтня 2015 року президент України Петро Порошенко підписав відповідний закон. Міжнародні організації визнали окупацію і анексію Криму незаконними і засудили дії Росії. Країни Заходу запровадили низку економічних санкцій. Росія заперечує окупацію півострова і називає це «відновленням історичної справедливості».

Бут: НАЗК неправомірно передало до суду мій протокол

Заступник керівника управління розслідування корупційних злочинів Головного слідчого управління Нацполіції України Дмитро Бут заявляє, що Національне агентство з питань запобігання корупції «неправомірно» передало до суду його протокол, попри негативне рішення комісії. Заява Бута розміщена на сайті Міністерства внутрішніх справ.

Раніше НАЗК повідомило, що направило до суду протокол про адміністративне правопорушення щодо Бута, який «одержав у грудні 2015 року подарунок у негрошовій формі вартістю 160000 (сто шістдесят тисяч) гривень для своєї близької особи, чим порушив вимоги, встановлені абзацом першим частини другої статті 23 «Про запобігання корупції». При цьому НАЗК не уточнюється, про який саме подарунок йдеться.

За словами Бута, мова йде про подарунок, отриманий для дитини – собаку породи померанський шпиц, відомості про якого були внесені ним до декларації.

«21 серпня НАЗК, перевіривши декларацію, встановило, що у декларації за 2015 рік відсутні будь-які правопорушення, ознаки незаконного збагачення та підстави для притягнення мене до адміністративної чи кримінальної відповідальності. У рішенні лише зазначалася необхідність внести уточнення щодо подарунку. Їх я виконав і вніс уточнення відповідно до вимог закону», – цитує Бута сайт МВС.

Бут заявив, що на засіданні 30 листопада НАЗК ухвалило рішення не передавати його протокол до суду. «Не зрозуміло, хто та з яких причин порушив ухвалене НАЗК рішення і передав до суду протокол. Можливо, хтось має велике бажання за будь-яких обставин, навіть всупереч вимогам закону, безпідставно притягнути мене до відповідальності?», – заявив слідчий Нацполіції.

У МВС заявили, що проти Бута почалася «інформаційна кампанія» відтоді, коли слідство Нацполіції зареєструвало кримінальне провадження і розпочало слідчі дії щодо телеканалу «Інтер».

Раніше журналісти програми «Схеми», спільного проекту Радіо Свобода і телеканалу «UA:Перший» виявили, що слідчий на початку 2017 року, ймовірно, проживав у одній із двох квартир, яку його дружина разом із двома гаражами роком раніше оформила на свою матір за договором дарування (тобто по факту майно залишилось у родині).

Знімальна група програми зафіксувала, як Дмитро Бут на автівці Volkswagen Touareg виїжджав вранці з «Новопечерських липок» та їхав до будівлі МВС. Однак, у НАЗК проблем із цією нерухомістю не побачили.

Разом із тим перевірка встановила, що при поданні декларації за 2015 рік посадовець не вказав як цінне рухоме майно свого собаку, вартість якого «перевищує встановлений поріг декларування», чим порушив, вимоги частини першої статті 46 закону України «Про запобігання корупції».

Квартири в елітному комплексі – не єдине придбане в останні роки майно родичів Бута. За даними сайту «Гарна хата», в грудні 2014 року слідчий став власником будинку на понад 300 квадратів у селі Гореничі під Києвом. А вже восени 2015-го подарував будинок своєму батькові Сергію Буту, який заявив, що насправді будинок був куплений за його гроші, а не за гроші сина.

На початку 2016 року Дмитро Бут проходив переатестацію і комісія вирішила звільнити його «через службову невідповідність». Однак невдовзі Окружний адміністративний суд Києва поновив його на службі, що колишня очільниця Нацполіції Хатія Деканоїдзе назвала «міліцейським реваншем».

Дмитрові Буту надана можливість повторно подати декларацію за 2015 рік з уже достовірними відомостями.

 

Obama Meets Dalai Lama, Indian PM in New Delhi

Former President Barack Obama and Tibetan spiritual leader, the Dalai Lama, met in New Delhi Friday to discuss promoting peace in the world, according to the Dalai Lama’s office.

Obama, who is on a three nation tour, also met Indian Prime Minister Narendra Modi in India, where he arrived after visiting China.

“It was very good, I think like reunion,” the Dalai Lama leader said calling Obama an old and trusted friend after meeting him in a New Delhi hotel.  

It was the sixth meeting between the two leaders — they last met in July last year when Obama hosted the Dalai Lama in the White House overriding strong objections from China which describes the Tibetan leader as a separatist and fears such meetings send the wrong signal to Tibetans.  

 

Both men, who have won the Nobel Peace prize, discussed the kind of future they envision for the world, the Dalai Lama’s office said.

 

“I mentioned to him, we need promotion of sense of oneness…too much division,” the Dalai Lama later said.

 

The 82-year-old Tibetan leader, who has retired from a political role in the Tibetan exile administration, told Obama that laureates should meet to affect changes for the immediate future. “You are young and you can do a lot.  Although my generation will not see the results, but your generation will definitely see the results.”

The Dalai Lama had requested the meeting because it is difficult for him to he visit the US now due to his age.

 

Obama apparently discussed his Foundation’s work with the Tibetan leader.

 

Obama’s stop in Delhi included a meeting with Indian Prime Minister Modi. Both leaders had developed a good rapport after Modi came to power and helped boost the India-U.S. relationship, which has since been on an upward trajectory.

 

After the meeting, Modi tweeted that “It was a pleasure to meet, once again, former President and learn about the new initiatives being taken forward under his leadership at the Obama Foundation and his perspectives on further strengthening India-US strategic partnership.”

 

Addressing a leadership summit organized by the Hindustan Times, Obama also hailed India-US ties and said that the two countries “can help chart course for a better future, especially when democracy itself is being questioned.”

 

He also said India should cherish and nurture its large Muslim population that is integrated and considers itself Indian. “That is unfortunately not always the case in some other countries,” he said.

 

The comment came at time when critics have expressed concern about growing intolerance by Hindu fringe groups since Modi’s Hindu nationalist right-wing Bharatiya Janata Party came to power.

 

Obama also addressed a town hall meeting with about 280 young Indian leaders in New Delhi. From India he goes on to visit France.

 

Los Angeles Set to Embark on a Smart City Experiment

From cellphones and cars, to televisions and refrigerators, more devices are being connected to the Internet.

This network of connected devices is call the “Internet of Things” (IoT). Los Angeles, the second largest city in the United States, is planning to use the prevalence of these IoT devices as a testing ground for becoming a city of the future.

“By putting computers in parking meters, you already have computers in your car, and you have computers in the street lights. The ability to connect them to the Internet of Things allows a better way for your car to know where parking spots are available, allows better for it to communicate when street lights should turn green to maximize traffic flow,” said Ted Ross, chief information officer for the city of Los Angeles.

What is I3? 

Los Angeles is a part of a consortium called “I3” that includes the University of Southern California (USC) and tech companies. This partnership is developing and will soon test an Internet of Things system. It aims to connect sensors placed around the city with other connected devices to make L.A. a smart city.

It is an endeavor that will also rely on residents’ participation, said Raman Abrol of Tech Mahindra. It is one of the I3 tech companies and will provide a platform for an online marketplace called Community Action Platform for Engagement or CAPE.

“Communities can collaborate with businesses and cities and share data in a manner where privacy’s enforced,” Abrol said.

In the online marketplace, neighborhoods could be shopping for a cheaper source of renewable energy or water filtration system. Companies can then compete for their business.

CAPE is just one of the many elements in the I3 system that will make up the Internet of Things network in Los Angeles.

“The I3 is an Internet of Things integrator. Through I3, we’re (Los Angeles) working with the University of Southern California and vendor partners to aggregate the data and give us a better ability to make decisions, decisions to maximize traffic flow, decisions to help reduce crime, decisions to help improve business prosperity,” Ross said.

Privacy, security concerns

As connected devices become more ubiquitous and the flow of personal data increases, privacy and security concerns will be more scrutinized.

“I think that this is one piece of a huge emerging problem, of figuring out how we protect privacy and limit government power in an era of rapidly expanding information availability and rapidly expanding data processing abilities. So it’s not just that there are more and more data points that are available for the government to look at. It is also that we are rapidly expanding our ability to analyze data,” said Stanford University Law School professor, David Alan Sklansky.

Sklansky has been closely following a U.S. Supreme Court case, Carpenter v. the United States, which examines whether police need a warrant to obtain cellphone location information. Sklansky said the decision from the case will impact other applications of technology and data in the modern age.

“The more powerful the technology, the more powerful the unintended consequences,” said Yannis Yortsos, dean of the USC Viterbi School of Engineering.

“How do you make sure to possibly regulate this because there has to be regulation so that they have legal and ethical issues taken into consideration as well,” Yortsos added.

Choose to connect

In Los Angeles, people will largely choose whether they want to provide data to the city.

“For someone who’s going to be able to let’s say, connect through their smart phone or through their vehicle, it’s extremely important that they agree and they consent to such matters,” Ross said.

While there was an initial forecast of a big demand in the Internet of Things, over time, the demand dropped, said Jerry Power, executive director of the USC Institute for Communication Technology Management.

“So we started looking at it and trying to understand why and what the problems were,” he said. “We looked at it from a perspective of privacy from the users’ standpoint. We realized privacy was an important issue. We realized that trust was an important issue, and we realized that incentives (was) an issue in the process as well.” 

Power continued, “what incentive has to go back to the users to get them to opt-in? The level of incentive depends on how much the user of the data, who wants the data, how much they disclose about what they’re going to do with the information and how well-trusted that person is.” 

“The exchange of data.” Power added, “if you think about it, it almost becomes like a form of currency, and it’s part of a transaction.”

The smart city experiment will begin at the University of Southern California and expand to the city of Los Angeles.

Some of what works from the program will be be made available for other cities to use.

Virtual Reality Allows Patients to Preview Their Own Surgery

It wasn’t a typical headache that bothered Felicia Luna, 41. It was painful pressure “like someone was squeezing my head really tight.” The pain was so bad that Luna says she couldn’t lie down with her head on the pillow.

Her primary doctor and a specialist told her to stop worrying. Then she went to Stanford Medical Center. The head of neurosurgery, Dr. Gary Steinberg, scheduled her for brain surgery. Her aneurysm was in danger of rupturing.

High-tech technique

Because of the complexity of the upcoming surgery and Luna’s curiosity, Steinberg decided to use virtual reality to perfect the surgical route. To do this, contrast dye was injected during Luna’s CT scan and angiograms, two medical scans, to highlight the width and shape of the vessels.

Stanford’s Malie Collins, who works with Steinberg, builds the reconstructions in 3-D and prepares the patient-specific VR cases for Steinberg. Collins formerly worked for Surgical Theater, an Ohio startup that designs the software to transform the scans to be viewed in VR via Oculus Rift and other headsets.

Flying through the brain with VR

Collins trained Stanford’s staff on the equipment and then joined the team. She and Steinberg created the Neurological Simulation and Virtual Reality Center, the first VR clinic for spine and neurosurgery in the United States. Now Collins is applying to medical school in June, to become a neurosurgeon.

Part of Collins’ job is to create a “fly though” virtual reality video for patients.

The night before Luna’s surgery, Collins gives her a headset to wear and lets her travel through her own brain. Luna admits being “a nervous wreck” before seeing the path Steinberg would take to locate the aneurysm. She sees where he will clip off its growth so the clot can be resorbed, eliminating her pain.

“Now I understand exactly what’s going to happen,” Luna says. Her husband also took a turn at the virtual reality flight.

“This makes me understand it 100 percent,” Rene Luna says. “That extra understanding gives me a lot more confidence.”

​VR theater ‘rehearsal’

Later that evening, a group gathers in what resembles a home theater, with darkened lighting, padded recliners and large monitors. They all wear big black goggles. Their arms are outstretched, directing the empty air around them with controls wrapped around their knuckles. This is a Stanford medical school class taught by Steinberg.

Collins has loaded the 3-D reconstruction of Felicia Luna’s aneurysm and a virtual craniotomy so students can follow in virtual reality as Steinberg explains his surgery strategy.

Steinberg uses his controls to turn the virtual skull. He virtually “erases” a bone, glides along a vessel, and reveals his target.

“That’s exactly where the aneurysm is, where that turn is,” he says.

He shows where he plans to place a clip, cutting off the blood that can thin the aneurysm’s walls, causing it to rupture. The virtual procedure, which Steinberg describes as a “kind of GPS navigation with 1-2 millimeter precision,” is invaluable to him.

“In a sense, it allows me to plan for surgery ahead of time and rehearse it,” he says.

​In the operating room

The next day, the 3-D images appear on monitors in the operating room.

Steinberg makes last-minute checks and “practices” his surgery one final time before he begins the five-hour operation. At this point, the VR is there for reference.

Collins sees the benefit from all sides, from “the patient, then into the operating room, then for education. The fact that it’s so versatile makes it unique and powerful,” she says.

Future VR/high-tech medical surgeries

Technology may someday place the 3-D virtual reality in a head’s up display in surgical microscopes. Or the doctor may manipulate robotic surgical controls remotely, eliminating the need for him or her to be in the operating room.

But technology is not yet able to eliminate the lag time between the remote location and the operating room, where vessels constantly change and move.

In his three decades of neurosurgery, Steinberg says VR has “transformed the way we can prepare for and adjust surgery in the operating room.”

He says just being able to see around the aneurysm in 360 degrees is something that was impossible before VR. He says for patients it means “remarkably improved outcomes, in terms of safety and efficacy.”

Luna on the road to recovery

Felicia Luna had a good outcome, but her right eye is still recovering.

Because of her aneurysm’s irregular shape, Steinberg needed two clips, one more than he planned. The naked eye in this case proved more accurate than virtual reality.

She left the hospital two days later, to recuperate with her husband and four children.

За її словами, шлях звільнення політичних в’язнів – «політичні переговори».

Лутковська повідомила, що продовжує переговори з російським омбудсменом Тетяною Москальковою з приводу можливості провести взаємні відвідини – утримуваних в Росії українських в’язнів, і відвідин російських – на території України. Зазвичай, як повідомила обмудсмен, контакти з російською колегою відбуваються у заочній формі, або безпосередньо на міжнародних зустрічах.

Після анексії українського Криму у виправних закладах на території півострова продовжують перебувати громадяни України, засуджені українськими судами ще до анексії. Крім того, російська влада окупованого Криму затримала й судить низку громадян України, яких українська влада й правозахисники називають політв’язнями. В Росії також перебувають ті, кого затримали при в’їзді, інкримінуючи переважно статті про шпигунство.

У провадженні ГПУ фігурує не лише екс-дружина Артура Ємельянова, а й сам суддя – Горбатюк

У провадженні Генеральної прокуратури, порушеному після розслідування програми «Схеми», фігурує не лише екс-дружина Артура Ємельянова, а й сам суддя та ще «певне коло осіб». Про це програмі повідомив начальник Департаменту спеціальних розслідувань ГПУ Сергій Горбатюк. 

«Звичайно, що це коло не обмежується тільки суддею Ємельяновим і його екс-дружиною. Перевірка стосується повного кола осіб, які задіяні в тому, щоб майно було оформлено саме на дружину судді Ємельянова», – зазначив він.

«Перевіряється в даному випадку те, у який спосіб дружина Ємельянова отримала це майно, тому що, за матеріалами слідства, хоч вона і не працювала на державних посадах, а займалась підприємницькою діяльністю, за звітністю не встановлено, що вона отримувала кошти такого обсягу. Тому перевіряється версія, що ці кошти могли бути отримані саме під час судової діяльності її колишнього чоловіка судді Ємельянова», – пояснив Сергій Горбатюк.

Днями стало відомо, що Департамент спеціальних розслідувань Генеральної прокуратури порушив кримінальне провадження щодо колишньої дружини судді Вищого господарського суду Артура Ємельянова Світлани за статтею «легалізація доходів, здобутих злочинним шляхом». Із заявою про злочин до ГПУ звернулася громадська організація «Центр протидії корупції», юристи якої проаналізували документи, оприлюднені в розслідуванні, і дійшли висновку, що розлучення судді Вищого господарського суду Україні та його дружини Світлани могло бути «фіктивним і спрямованим на те, щоб приховати перевищення розміру витрат членів сім’ї Артура Ємельянова над їхніми доходами». 

Як удалося з’ясувати програмі «Схеми» (спільний проект Радіо Свобода та каналу «UA:Перший»), Світлана Ємельянова володіє елітною нерухомістю за кордоном. Йдеться про віллу в Анталії та апартаменти в Дубаї, два готелі у Відні, а також німецьку фірму, яка керує трьома готелями у Франкфурті-на-Майні.

 

​Більшість знайденого журналістами іноземного майна Світлана Ємельянова придбала до 2014 року включно, тобто в період, поки перебувала в офіційному шлюбі з українським суддею. При цьому, згідно з даними української податкової, які програма «Схеми» отримала від своїх джерел, за період протягом 2001-2014 років вона офіційно заробила близько 3 мільйонів гривень.

 

​Увесь цей час колишній чоловік Світлани Артур Ємельянов працював на посаді судді.

Суддя Вищого господарського суду України Артур Ємельянов є фігурантом кримінального провадження щодо незаконного втручання в діяльність судових органів та винесення неправомірних судових рішень. Однак досі розгляд справи по суті до суду не дійшов.

На думку юристів ЦПК, можна припустити, що своє закордонне майно Світлана Ємельянова могла купити за кошти, отриманні суддею за винесення саме цих рішень. У разі, якщо Генпрокуратура доведе вину судді Вищого господарського суду, все майно подружжя підлягатиме спецконфіскації.

Раніше програма «Схеми» в своєму розслідуванні повідомляла, що регулярні відвідини суддею Вищого господарського суду України Артуром Ємельяновим столиці Австрії Відня, де мешкає його екс-дружина з дітьми, може свідчити про фіктивне розірвання шлюбу з метою приховування елітного майна за кордоном. 

Колишнє подружжя продовжує разом відпочивати, має спільний побут, а численна елітна нерухомість у різних куточках світу, придбана в шлюбі, але оформлена на Світлану Ємельянову, таким чином може приховуватись від декларування, зазначали журналісти.

Світлана Ємельянова та Артур Ємельянов офіційно перебували в шлюбі понад 20 років, але наприкінці 2014 року розлучилися.

Senate Republicans Postpone Vote on US Tax Overhaul

Senate Republicans delayed a final vote on an overhaul of the U.S. tax code late Thursday amid furious, behind-the-scenes efforts to fine-tune the legislation to satisfy a small group of fiscal hawks whose support is needed to pass one of President Donald Trump’s core campaign promises.

“Senators will continue to debate the bill tonight,” Majority Leader Mitch McConnell, a Kentucky Republican, said, adding that further votes pertaining to the tax bill would occur later Friday.

Only hours earlier, Republicans appeared poised to pass a massive restructuring of federal taxes and deal a stinging defeat to Democrats. Several wavering Republicans had signaled support for the bill, including John McCain of Arizona.

Late in the day, however, three Republicans, led by Senator Bob Corker of Tennessee, clung to a demand that proposed tax cuts would be pared back if future U.S. economic performance did not meet projections.

Republicans have a two-seat Senate majority. Three defections from their ranks would torpedo the bill, given unified Democratic opposition.

With time needed to rewrite portions of the bill to satisfy the Corker contingent, Republican leaders opted to postpone further votes.

Details of plan

The underlying proposal would permanently cut corporate taxes, temporarily cut taxes on wages and salaries, boost some tax deductions Americans can claim while eliminating others, and increase the U.S. national debt, which currently is more than $20 trillion.

The nonpartisan Joint Committee on Taxation issued a report Thursday estimating the Republican plan would sap federal coffers by more than $1 trillion over a decade, even taking into account more than $400 billion in new revenue generated by a projected increase in economic activity.

“The [JCT] score ends the fantasy about magical growth, about unicorns and growth fairies showing that tax cuts pay for themselves,” Democratic Senator Ron Wyden of Oregon said.

Republicans insisted a vibrant economy was necessary for fiscal health, and that tax cuts would promote growth.

“If this legislation is signed into law, we are going to have a smaller deficit in future years than we are on the path to have now,” Senator Pat Toomey of Pennsylvania said. “The right incentives lead to stronger growth.”

Democrats shot back that the federal deficit and income inequality both expanded after every tax cut enacted in recent decades.

“Trickle-down economics did not work under Ronald Reagan, did not work under George W. Bush,” independent Senator Bernie Sanders of Vermont, who caucuses with Democrats, said. “It is a fraudulent theory.”

“All we are doing is shifting the tax to our kids,” Maine Senator Angus King, another independent who also caucuses with Democrats, said. “If 5-year-olds knew what we were doing and could vote, none of us would have a job.”

Corporate tax rate

The tax plan would cut corporate taxes from a maximum rate of 35 percent to 20 percent.

“Other countries have learned how to use their tax codes to entice U.S. businesses overseas, businesses around the globe, to their country — to move away from the United States to their countries’ more competitive tax code,” Republican Senator Cory Gardner of Colorado said. “That disparity between the U.S. tax code and foreign tax rates has literally chased jobs and wages out of this country.”

Some Democrats agreed that U.S. corporate taxes should be lowered, but insisted the Republican plan goes too far and would eventually trigger painful cuts to federal programs that benefit the poor and elderly in the future.

Massachusetts Senator Ed Markey accused Republicans of mounting a “con game” in which they tout tax breaks but gloss over “their brutal, vicious cuts to programs for the poorest, the sickest, the elderly, neediest in our country.”

In a sign that Republicans were confident of passing the bill, House Speaker Paul Ryan laid the groundwork for creating a bicameral committee to reconcile differences between the Senate’s legislation and a House version that was approved several weeks ago.

A unified tax plan would have to pass both chambers before it could go to the White House for Trump’s signature.

Venezuelan Airline Barred from European Union Skies

Venezuela’s Avior Airlines has been banned from European Union skies after a commission determined it no longer meets international safety standards, another blow to troubled nation’s already beleaguered flight industry.

The European Commission announced Thursday that Avior had been added to a list of international airlines prohibited from flying within the union because the European Aviation Safety Agency detected “unaddressed safety deficiencies.”

No further details were provided.

The Venezuelan airline is one of a handful still offering international flight destinations as major carriers like United and Delta halt operations in the crisis-ridden nation. Air carriers have cited financial and safety concerns as reasons for suspending service.

An Avior flight made an emergency landing in Ecuador earlier this month after passengers described seeing fire and smelling smoke. Videos posted on social media showed nervous passengers wearing deployed oxygen masks.

“We thought it was our final moments,” one passenger said.

Avior operates flights within Venezuela, throughout Latin America and to Miami, Florida, and lists an office location in Madrid on its website.

The airline is certified under U.S. federal aviation regulations and Venezuela remains in good standing with the International Aviation Safety Assessment, the Federal Aviation Administration’s program to determine whether foreign countries provide sufficient safety and oversight of airlines that fly to the U.S.

Venezuela has grown increasingly isolated as an expanding list of airlines cancel service amid low customer demand and financial distress. The head of the International Air Transport Association has said that Venezuela owes $3.8 billion to several international airlines, a debt it is unexpected to repay anytime soon. The government defaulted on billions of dollars’ worth of bonds earlier this month.

The last United Airlines flight departed Caracas in late June, with crewmembers waving a Venezuelan flag out of the pilot’s window. American Airlines, Air France and Iberia are among the large international carriers that still offer service to the South American nation.

Record-setting Atlantic Hurricane Season Ends

The 2017 Atlantic hurricane season has finally ended

In all, 17 named storms swept across the Atlantic this year and 10 rose to hurricane status. But the season will be remembered for the deadly trio — Harvey, Irma and Maria — that brought death and destruction to Caribbean nations and the southern U.S.

This was the first year on record in which the continental United States was hit by two Category 4 hurricanes, Harvey and Irma.

Harvey made landfall in South Texas on August 25, leading to days of downpours that dumped an unprecedented 152 centimeters (60 inches) of rain. It was the greatest rainfall amount recorded from a single storm in U.S. history.

Harvey also damaged or destroyed about 200,000 homes as the storm system flooded much of Houston and smaller coastal communities.

Then, on September 11 came Irma — the strongest storm on record in the Atlantic, outside the Gulf of Mexico and the Caribbean Sea. With maximum winds of nearly 300 kilometers an hour, Irma destroyed the Caribbean island of Barbuda, shredded vast sections of the Virgin Islands and knocked out power in much of Florida.

September also saw the arrival of Hurricanes Jose, Katia and Lee, before Category 4 Hurricane Maria slammed into Puerto Rico on September 20.

It was the U.S. territory’s strongest hurricane landfall since 1928. With sustained winds of 250 kilometers per hour, Maria knocked out power across the island, causing the biggest blackout in U.S. history. The island is still struggling to restore power as millions remain without electricity two months later.

Bloomberg News reports the 2017 hurricane season was the most expensive on record, with an estimated $202.6 billion in damage. The National Oceanic and Atmospheric Administration is expected to release the official damage tally early next year.

Концерт російського музиканта Василя Вакуленка (Басти) в Києві скасований, повідомив у Facebook концертний клуб Stereo Plaza, де 1 грудня мав відбутися захід.

У клубі пояснили, що концерт скасований у зв’язку із забороною в’їзду на територію України. Згідно з повідомленням, про порядок і терміни повернення вже придбаних квитків оголосять 4 грудня.

У вересні Служба безпеки України повідомила, що заборонила Вакуленку в’їзд до України на три роки за виступи в окупованому Росією Криму. 

17 червня відбувся концерт музиканта в Києві. Наступного дня був запланований його виступ в Одесі, однак захід скасували. У клубі, де мав відбутися захід, не пояснювали причин рішення.

Українська сторона неодноразово наголошувала, що іноземці, приїжджаючи до анексованого Росією Криму через закриті Україною пункти пропуску, порушують українське законодавство. Низка артистів, які виступили на анексованій території або висловилися на підтримку російської анексії Криму, втратили можливість виступати на материковій Україні.

Верховна Рада України офіційно оголосила 20 лютого 2014 року початком тимчасової окупації Криму і Севастополя Росією. Міжнародні організації визнали окупацію і анексію Криму незаконними і засудили дії Росії. Країни Заходу запровадили низку економічних санкцій. Росія заперечує окупацію півострова і називає це «відновленням історичної справедливості».

УПЦ КП: Філарет не просив про покаяння в РПЦ

Українська православна церква Київського патріархату готова до діалогу з Російською православною церквою лише на тему визнання Москвою автокефалії Української церкви, заявив прес-секретар УПЦ КП Євстратій (Зоря). Так він відреагував на заяву РПЦ про те, що голова Української православної церкви Київського патріархату Філарет нібито направив російському патріарху Кирилу лист із проханням про прощення.

«Єдиний діалог, який патріарх і УПЦ КП хочуть і готові вести з РПЦ – діалог про визнання Москвою автокефалії Української Церкви. Ні про яке покаяння перед РПЦ чи тим більше повернення до її складу не може бути й мови», – написав Євстратій (Зоря) у Facebook.

Він додав, що 1 грудня патріарх Філарет у своїй резиденції дасть прес-конференцію, а на сайті УПЦ КП буде опублікований текст його листа.

30 листопада РПЦ заявила про зверенння з УПЦ КП, в якому Філарет нібито закликав про «відновити молитовне спілкування» і скасувати рішення про церковні покарання й відлучення. За повідомленням, звернення заслухали на архієрейському соборі, який відбувається в Москві.

У РПЦ додали, що для проведення подальших переговорів архієрейський собор заснував комісію, яку очолив голова синодного відділу зовнішніх церковних зв’язків митрополит Волоколамський Іларіон.

Філарет був митрополитом Київським і всієї України до 1992 року, коли він і його прихильники утворили Українську православну церкву Київського патріархату. Московський патріархат відлучив Філарета від своєї церкви і піддав анафемі як «розкольника».

 

House Democratic Leader Condemns Conyers Over Harassment Allegations

U.S. House of Representatives Democratic leader Nancy Pelosi called on her colleague John Conyers, the longest-serving member of Congress, to resign over allegations of sexual harassment.

“Congressman Conyers should resign,” Pelosi said of her colleague, adding the women who spoke out against him were “brave” and deserved justice.

“As deemed, Congressman Conyers has served our Congress for more than five decades and shaped some of the most consequential legislation of the last half century.  However, zero tolerance means consequences for everyone, no matter how great the legacy, it’s not license to harass or discriminate,” she said.

House Speaker Paul Ryan also called on Representative Conyers to resign “immediately” Thursday.

Hours earlier, Conyers’ friend and political consultant Sam Riddle said that he had been admitted to a hospital in Detroit, without providing further details.

“(Conyers is under) tremendous stress due to media hounding, and political vultures and serial accusers,” The Detroit News quoted Riddle as saying. “That type of stress would affect anybody.”

The announcement came as Conyers’ former aide publicly accused him of sexual harassment, telling NBC’s today show that she was fired for rejecting her boss’s sexual advances.

Marion Brown, 61, said her former boss propositioned her for sex multiple times over more than a decade.  Brown is one of multiple women who has accused the 88-year-old Congressman of harassment, while revealing a “Hush Fund” on Capitol Hill that uses taxpayer funds to pay settlements.

Pelosi’s condemnation came a day after the House passed a bill requiring members of Congress and their staffs to undergo mandatory sexual harassment training.  

Congress also introduced legislation Wednesday that, if passed, would end the two-decade old practice of paying settlements with taxpayer money.  The Congressional Accountability and Hush Fund Elimination Act would require transparent disclosure of the nature of claims settled in the office of Congressional Compliance.

The latest sexual harassment charge against Conyers is one of a number that have buffeted the Washington political scene.  Democratic Senator Al Franken apologized Monday on Capitol Hill to “everyone who has counted on me to be a champion of women.”  Four women have accused Franken of initiating unwanted sexual contact in separate incidents.

Republican Representative Joe Barton has admitted he shared a nude photo of himself with an unidentified lover that circulated online.  Barton, who has served in the House for 32 years, announced Thursday he will not seek reelection in 2018.

The revelations followed allegations that Republican Senate candidate Roy Moore sexually assaulted a 14-year old girl and had sexual encounters with several young women while when he was in his 30’s.  Moore is campaigning in a special election in Alabama that will be decided on December 12.

A year ago, President Donald Trump was accused by more than a dozen women of sexual assault or improper conduct.  Many of the accusations became public when he was heard on an Access Hollywood tape boasting about kissing and groping women.  Trump and the White House have denied the allegations.

Він опублікував у Facebook фото відповідної довідки.

При цьому Саакашвілі зазначив, що «залишається загроза», оскільки Служба безпеки України отримала дозвіл на обшук його квартири та службових приміщень у справі про державний переворот.

7 листопада Саакашвілі заявив, що отримав від ДМС документ про легальність свого перебування в Україні, чинність якого добігає кінця 1 грудня 2017 року.

Наприкінці липня президент України Петро Порошенко підписав указ про припинення громадянства України Міхеїла Саакашвілі, за повідомленнями, через свідоме подання неправдивих відомостей при набутті українського громадянства.

Саакашвілі 10 вересня потрапив на територію України, не пройшовши прикордонного контролю. Суд визнав винним Міхеїла Саакашвілі у незаконному перетині державного кордону і зобов’язав виплатити штраф – 3400 гривень. У жовтні Апеляційний суд Львівської області залишив рішення чинним.

Pakistan: Talks Under Way With US to Bridge Differences on Afghan War

Pakistan says high-level discussions “away from public glare” are under way with the United States to bridge differences stemming from the new Afghan strategy U.S. President Donald Trump announced in August.

Pakistan did not agree with the U.S. policy because “there was a difference in understanding and perceptions on both sides,” said Foreign Ministry spokesman Mohammad Faisal Thursday, while discussing the dialogue process at his weekly news conference in Islamabad.

The policy focused on Pakistan’s alleged duplicity; receiving billions of dollars in U.S. assistance as a non-NATO ally for combating regional terrorism and covertly supporting the Taliban and the Haqqani terrorist network waging deadly attacks on Afghan and U.S.-led allied forces in Afghanistan.

Islamabad promptly rejected the accusations, saying the country is being scapegoated for U.S. military failures in stabilizing Afghanistan and defeating the Taliban.

“Pakistan and the U.S. are actively engaged in discussing the situation in Afghanistan with a view to arriving at a better understanding of each other’s positions and to devise the way forward, to promote peace and stability in Afghanistan,” Faisal said.

The spokesman also said U.S. Defense Secretary Jim Mattis will continue the interaction during a trip to Islamabad. He did not say when, but the Pentagon chief will be visiting the country on December 3, according to Pakistani Foreign Minister Khawaja Asif. The Pentagon has not confirmed the date.

U.S. officials are also critical of alleged ties between the Pakistani spy agency, ISI, and the Haqqani network, whose leaders are accused of directing violence in Afghanistan from their alleged sanctuaries in Pakistan.

The top U.S. military commander in Afghanistan, General John Nicholson, on Thursday told reporters Washington is in talks with Islamabad to press the latter to cut those ties.

“This is a conversation that is going on between Washington and Islamabad at the highest levels of the U.S. government. So, I would not talk about the next steps that we will take. But you can be assured that my government, the United States, is putting pressure on Pakistan, this is diplomatic pressure, economic pressure,” Nicholson said.

The U.S. general cited a deadly truck bombing he said the Haqqani network plotted in the high-security diplomatic zone of the Afghan capital, Kabul, in May of this year. The attack left more than 150 people dead and many more wounded. Embassies of nine countries were also damaged, according to Nicholson.

“They [the Haqqanis] are not only attacking innocent Afghan people, they have also been attacking the international forces and diplomats that are here to help the Afghan people. So, all of these nations have been going back to Pakistan,” noted the general.

While testifying before a congressional committee in October, Mattis said the U.S. would try “one more time” to make the Afghan strategy work with Pakistan, “and if our best efforts fail, the president is prepared to take whatever steps are necessary.”

Pakistani officials maintain that their counterterrorism efforts have reduced the threat in the region and the country is not supporting any warring faction in Afghanistan.

Pakistan says camps set up for millions of Afghan refugees have been used as shelters by insurgents to plot attacks on both sides of the border. Islamabad does not rule out the presence of Afghan insurgents on its side.

        

They say unleashing a counter-militancy operation on the displaced population would amount to bringing the Afghan war to Pakistani soil at a time when the country is already fighting anti-state militants.

Critics, however, rule out a total collapse in bilateral relations over persistent tensions. They point to major ground and air lines of communications through Pakistan that have been used for years to send supplies to thousands of U.S. and NATO forces in Afghanistan.

 

OPEC Agrees Oil Cut Extension to End of 2018

OPEC agreed on Thursday to extend oil output cuts until the end of 2018 as it tries to finish clearing a global glut of crude while signalling it could exit the deal earlier if the market overheats.

Non-OPEC Russia, which this year reduced production significantly with OPEC for the first time, has been pushing for a clear message on how to exit the cuts so the market doesn’t flip into a deficit too soon, prices don’t rally too fast and rival U.S. shale firms don’t boost output further.

The producers’ current deal, under which they are cutting supply by about 1.8 million barrels per day (bpd) in an effort to boost oil prices, expires in March.

Two OPEC delegates told Reuters the group had agreed to extend the cuts by nine months until the end of 2018, as largely anticipated by the market.

OPEC also decided to cap the output of Nigeria at around 1.8 million bpd but had yet to agree a cap for Libya. Both countries have been previously exempt from cuts due to unrest and lower-than-normal production.

The Organization of the Petroleum Exporting Countries has yet to meet with non-OPEC producers led by Russia, with the meeting scheduled to begin after 1500 GMT.

Before the earlier, OPEC-only meeting started at the group’s headquarters in Vienna on Thursday, Saudi Energy Minister Khalid al-Falih said it was premature to talk about exiting the cuts at least for a couple of quarters and added that the group would examine progress at its next meeting in June.

“When we get to an exit, we are going to do it very gradually… to make sure we don’t shock the market,” he said.

The Iraqi, Iranian and Angolan oil ministers also said a review of the deal was possible in June in case the market became too tight.

International benchmark Brent crude rose more than 1 percent on Thursday to trade near $64 per barrel.

Capping Nigeria, Libya

With oil prices rising above $60, Russia has expressed concerns that such an extension could prompt a spike in crude production in the United States, which is not participating in the deal.

Russia needs much lower oil prices to balance its budget than OPEC’s leader Saudi Arabia, which is preparing a stock market listing for national energy champion Aramco next year and would hence benefit from pricier crude.

“Prices will be well supported in December with a large global stock draw. The market could surprise to the upside with even $70 per barrel for Brent not out of the question if there is an unexpected interruption in supply,” said Gary Ross, a veteran OPEC watcher and founder of Pira consultancy.

The production cuts have been in place since the start of 2017 and helped halve an excess of global oil stocks although those remain at 140 million barrels above the five-year average, according to OPEC.

Russia has signaled it wants to understand better how producers will exit from the cuts as it needs to provide guidance to its private and state energy companies.

“It is important… to work out a strategy which we will follow from April 2018,” Russian Energy Minister Alexander Novak said on Wednesday.

France Invites US to Dec. 13 Summit on Boosting Fight Against W.African Militants

French President Emmanuel Macron fears Islamist militants have scored military and symbolic victories in West Africa while a regional military force has struggled to get off the ground, a French presidential source said on Thursday.

To help get the new G5 Sahel force operating effectively, he said, France has invited the United States to a summit with the five participating countries as well as the African Union and European Union in Paris next month.

Thousands of U.N. peacekeepers, French troops and U.S. military trainers and drone operators have failed so far to stem a growing wave of jihadist violence, leading world powers to pin their hopes on the new G5 Sahel force.

The G5 Sahel initiative – grouping Burkina Faso, Chad, Mali, Mauritania and Niger – faces an immense security challenge in a largely desert and weakly governed region and already faces questions over its financing and provision of equipment.

“Emmanuel Macron believes that it’s not going quickly enough and that the terrorists have registered military and symbolic victories, especially in Niger, and (that) it’s urgent to reverse this trend,” the French official said in Ghana where Macron was winding up a three-day Africa trip.

“The (objective) will be to accelerate the calendar for the support of the force, and the operational calendar.”

The jihadist threat hit home again last month with an attack in Niger in which eight U.S. and Nigerien troops were killed, prompting American officials to forecast that U.S. involvement in the Sahel region would deepen.

As well as the leaders of the G5 nations – all former French colonies – and the EU and African Union, the French presidential official said the United States had also been invited to the Dec. 13 summit.

The G5 force is to eventually comprise 5,000 men from seven battalions and police the region in collaboration with 4,000 French troops deployed there since Paris intervened in 2013 to beat back an insurgency in northern Mali.

It will also have to coordinate with MINUSMA, Mali’s U.N. peacekeeping mission. MINUSMA has been frequently attacked in the north where Islamists have regained ground since 2013.

A donor conference will be held in Brussels on Dec. 14 to raise funds for the Sahel force. Paris has also asked Saudi Arabia to help finance the force and representatives of the kingdom could also be in Paris on Dec. 13, the official said.

More Than Half the World’s Population Lacks Social Protection

The International Labor Organization says a majority of the world’s population, four billion people, have no social protection, leaving them mired in an endless cycle of poverty. 

The report says 45 percent of the global population is covered by at least one social benefit.  But that leaves 55 percent without any social protection, a situation ILO Director General Guy Ryder calls unacceptable.

“That means that they do not receive any child benefit, any maternity benefit, any unemployment protection, any disability benefit, any old age pension and that they do not actively contribute to social security systems,” Ryder said.

The consequences are severe and tangible.  The report finds the lack of social protection leaves people vulnerable to illness, poverty, inequality and social exclusion.  The ILO regards the situation as a significant obstacle to economic growth and social development.

Ryder tells VOA governments would benefit from considering social protection as an investment in their populations.

“Social protection is a human right and we should be pursuing it because it is a human right,” Ryder said. “But, also, I think there is a great deal of evidence to demonstrate that when social protection systems are in place and where they function well and one can think of the whole cycle of protection from kids right through to old age, then you reap economic benefits from it.” 

The report says the lack of social protection is most acute in Africa, Asia, and the Arab States.  It recommends those regions increase their public expenditure to at least guarantee basic social security coverage to all their people.

Eurozone Recovery Fueling Jobs But Wages, Prices Lag

The buoyant economic recovery across the 19-country eurozone has pushed unemployment down to its lowest level in nearly nine years but has yet to translate to a sustained pick-up in wages and prices, official figures indicated Thursday.

 

Eurostat, the European Union’s statistics agency, said the jobless rate fell to 8.8 percent in October, from 8.9 percent the previous month. That’s the lowest since January 2009, when the region, like the world economy, was reeling from the global financial crisis and the ensuing deep recession.

 

Across the region, there were 14.34 million people out of work, down 1.5 million in the past year. That’s clear evidence that the economic recovery, which has gathered momentum during 2017, has invigorated the jobs market, especially in some of those countries that saw the biggest spikes in unemployment after the financial crisis. That’s especially true in Spain, which for much of the past few years lumbered under the weight of an unemployment rate of around 25 percent. Now, following strong growth, unemployment has fallen to 16.7 percent.

 

Though the eurozone is growing strongly, inflation is still a way short of the European Central Bank’s goal of just below 2 percent, a level it considers healthiest for the economy.

 

Eurostat said its headline measure of consumer price inflation rose to 1.5 percent in November, largely because of higher energy prices. While up from October’s 1.4 percent, it was below expectations in markets for a rise to 1.6 percent and indicates that underlying inflation pressures largely related to wages remain modest despite falling unemployment. The core rate of inflation, which strips out volatile items like food, energy, alcohol and tobacco, was stuck at 0.9 percent in November – again below expectations of a rise to 1 percent.

 

ECB President Mario Draghi has said there are a number of reasons why wages are not rising strongly, including the possibility that after years of low interest rates and weak inflation, wage negotiators may have been focused more on keeping jobs than on securing higher pay. He said these kinds of factors are likely to be “transitory” and that the recent “remarkable” increases in employment should start to show in a rise in nominal wages. With spare capacity in the economy diminishing, the hope is that a pick-up in wages that can support consumer demand and give inflation a boost.

Over the past few years, the ECB has enacted a series of stimulus measures, including cutting its main interest rate to zero, in the hope of getting inflation back up to target. Recently it eased up on its bond-buying stimulus program, which aims to keep market interest rates low, amid mounting evidence of economic growth.

 

Economists are not predicting any further changes soon, with Thursday’s figures adding to that perception.

 

“Today’s figures are unlikely to prompt the bank to accelerate the process of monetary normalization,” said Pablo Shah, an economist at the Center for Economics and Business Research.
